Change in the telecommunications industry was truly advanced, however, by the rollout of the so-called "three telecommunications laws" in 1996 that paved the way for industry privatization, deregulation, and—equally important to maintaining a fair and
competitive market—re-regulation. This package of reforms included amendments to the Telecommunications Law, enactment of the Organic Statute for the Directorate General of Telecommunications, and the enactment of the Organic Statute for Chunghwa Telecom Company, Ltd. (“Chunghwa Telecom”).
