Chen Hui-ling received her LL.B. and LL.M. from National Taiwan University in 1981 and 1985, respectively, and became a member of the Taipei Bar Association after passing the ROC bar exam in 1984.
Hui-ling has practiced law at TIPLO (Taiwan International Patent and Law Office) Attorneys-at-Law, Perennial Law Office, and Everblooming Law Office. She specializes in the fields of intellectual property law, investment law, technical cooperation, venture capital investment, company law and contract law, and also brings to the firm substantial experience in civil and criminal litigation and compulsory execution matters.
Because Hui-ling's master's thesis at National Taiwan University focused on legal matters related to technical cooperation, she fielded numerous cases in her early practice involving well-known domestic and foreign companies, local and foreign investments and technical cooperation. Best known among those was the case of a world-renowned training course in interpersonal relations, in which Hui-ling handled the technical cooperation involved in introducing the course into Taiwan. The significance of the case lay in her ability to obtain approval from the competent authority at a time when strict foreign exchange controls were still in place and very few service enterprises were entering the Taiwan market by means of such technical cooperation agreements. Today, those courses have achieved great success in both Taiwan and the Asian region. Hui-ling now serves as regular counsel for the enterprise managing the training courses, providing related contractual consultation and copyright protection to their associated publishing branch, while more recently assisting with their further expansion into the China market.
Hui-ling's considerable experience also extends to the area of venture capital investment, and because venture capital firms have been so closely associated with new, high-tech enterprises, she has been well-served by her background in investment, technical cooperation and intellectual property law. Such a background allows her to provide a full range of expert consultation to venture capital enterprises with respect to both capital sourcing and investment in the early phases as well as issues of corporate governance arising later for the invested enterprise.
In addition, with the guidance of Professor Ch'iu Lian-kung, Hui-ling served as a legal columnist for the United Daily News during her undergraduate and graduate legal studies at National Taiwan University, with the columns published during that period later published in a best-selling series of books entitled "Don't Let Your Rights Fall Asleep".
Hui-ling has also provided legal consulting services on a pro-bono basis for the Taipei Women's Association. She likewise provides volunteer legal counsel to the Wild at Heart Legal Defense Association, an organization affiliated with Winkler Partners and dedicated to promoting sustainability and protecting natural resources in Taiwan. She is a member of both the American Chamber of Commerce Taipei and the European Chamber of Commerce Taipei.
