A founding member of Winkler Partners, Robin Winkler was one of the first attorneys of foreign legal affairs to be licensed by Taiwan's Ministry of Justice. Robin is a leading expert on intellectual property, communications and media law. He also heads Winkler Partners' lobbying practice and in his 20 years of legal consulting in Taiwan has worked in a wide range of substantive and industry areas, including commercial arbitration, telecommunications and media, licensing, competition, government contracts, and foreign investment.
Robin represented a major European spirits industry association in connection with the World Trade Organization bilateral negotiations between Taiwan and the European Union that resulted in the equalization of taxes on imported spirits three years before Taiwan's WTO accession. During 1998, he represented a major U.S. broadcaster in negotiations with Taiwan authorities following the suspension of satellite transmissions.
Robin is a member of the Arizona Bar, a Taiwan trademark agent, and a licensed Attorney of Foreign Legal Affairs in Taiwan. A graduate of New York University in Asian Studies, he received his J.D. degree in 1982 from the University of Denver College of Law and spent two years at National Taiwan University (Stanford Center) studying Chinese and Law.
He is a former supervisor and governor of the American Chamber of Commerce in Taipei and has chaired the Chamber's Intellectual Property and Licensing Committee. He is an active member of the International Trademark Association and is a member of INTA's Amicus Subcommittee for Asia. Robin led a team that published a Compilation of Leading U.S. Cases on Copyright (in Chinese) and has written dozens of articles on telecommunications, investment and intellectual property law, and has served as the Taiwan editor of IPAsia. He is also an associate professor of commercial law at Providence University.
Robin has served as a volunteer interpreter for the administrative offices of Taroko National Park, under the Ministry of Interior's Construction and Planning Administration, since January 2003.
